    < Back C. Ryan Connor, P.E. Principal Originally from Winchester, VA and graduating from Virginia Tech in 1999, Ryan has been serving the Northern Virginia region in Land Development for his entire career. He has prepared plans throughout all the Northern Virginia Counties, many of the townships and cities and also Washington, DC. Ryan's engineering expertise includes commercial site plans, residential subdivision plans, public improvement plans, Stormwater/Best Management Practices design, hydraulic water main analysis, floodplain studies and feasibility studies. His project list includes commercial office buildings, retail centers, large and small residential subdivisions, public roadway improvement plans, apartments/condos, and planned use developments. Ryan’s most notable projects include lead engineer on a large portion of the multi-thousand-acre development Willowsford, the Capital Region's only farm-to-table new home community. Other notable projects include on-call engineer for the Town of Vienna, multiple regional USPS facilities, and numerous private homebuilding projects with local, national, custom and individual homebuilders. Ryan is an active member in ESI and has his DPE certification in multiple counties since 2002. Since joining Urban in 2005, Ryan has expanded his team to a complete turnkey engineering experience for clients. Ryan’s successful project philosophy is founded on clear and effective communication, superior client responsiveness and efficient engineering practices. Ryan was promoted to Associate in January 2008 and Senior Associate in April 2015, and Principal in February 2020. Ryan spent the first 5 years of his career at a local engineering firm based in Herndon, VA prior to coming to Urban in 2005.     Back Seven Hills Project: Seven Hills Client(s): Greenvest, LC Description: Large mixed-use development of residential, recreational and commercial space. Location: Loudoun County, VA, USA Size: 465 acres Project Elements: Over 1,100 residential units and over 50,000 sf of office space, including a 22-acre elementary school site, childcare facility and community core area, with tennis courts, swimming pool, club house, sitting and artwork areas. The project required over a mile of widening on Route 659 – Gum Spring Road. Engineering Tasks: Land planning, preliminary plat, site and subdivision plans, project-wide stormwater management and low impact development measures, floodplain alterations, landscape plans, record plats. 1/1

Our Beginnings The vision of Urban was birthed in Ed Sears’ fifth year while working at Dewberry in Fairfax, Virginia. It was a unique firm, not named after its founder, but a generic industry name and this name would be identified to the specific client and linked to its project manager. Thus, each Project Manager would be “Urban,” to each specific client. As such, Urban grew from one single individual in 1967, to approximately 110 employees, under one continuous ownership for over 55 years. A headquarters building was established on the 495 Washington Beltway, in Annandale, Virginia in 1980 and with Urban’s growth, it has regional offices in Chantilly and Winchester, Virginia to better serve the entire region. Urban has fashioned itself as a firm that has always been on the “cutting edge of technology,” passing this knowledge through its work product to its clients. Client responsiveness and an efficient and timely work product have always been the Urban objective. While at the same time, providing employees with an equal opportunity to advance their careers. Of the top 12 employees at Urban, they have been employed at Urban, for an average of 27.2 years. Principal Mr. McElhaney has over 29 years of design, planning and management experience in all facets of residential, commercial, institutional, and capital facilities land development projects. He is proficient in all aspects of the development process including feasibility studies, planning, preliminary engineering, hydrologic and hydraulic analyses, public meetings, regulatory review coordination, legislative applications, final design and construction documents, departmental management, permitting, construction administration and bond release. Mr. McElhaney has designed and managed a multitude of capital improvement, large and small residential, commercial, and institutional Mr. McElhaney has extensive experience in the legislative process including preparation, processing and approvals of Comprehensive Plan Amendments, Special Exceptions, Special Use Permits, Commission Permits, and Rezonings. He has worked closely with county engineering and planning staff, members of the Board of Supervisors, Planning Commissioners, citizen groups, state and other local agencies in numerous area jurisdictions. Mr. McElhaney’s vast experience has led him to be hired as an expert witness to provide analysis, studies, land planning exhibits, deposition and testimony to assist in the resolution of land value disputes. His personal involvement in the multitude of land use cases enables him to provide meaningful assessment of land development issues. Mr. McElhaney has been recognized by the Engineers Surveyors Institute (ESI) as a Quality Designated Plans Examiner.     < Back John Lightle , PLA, ISA-CA Associate John Lightle is the Director of Landscape Architecture/Planning in Urban’s Chantilly office. In 2000, Mr. Lightle joined Urban as a cad draftsman and swiftly advanced through Urban’s ranks. Realizing the value that sound land planning practices and innovative landscape architecture ideas bring to the array of fields within land development, he attained his Bachelors of Landscape Architecture with high honors while simultaneously working in Urban’s newly formed Landscape Architecture Department. By 2011, Mr. Lightle was a Land Planner, licensed Landscape Architect, and certified Arborist. Today, he brings all his experience and expertise to provide Urban’s clients with high quality designs and attentive responsiveness. More specifically, Mr. Lightle assists Urban’s clients by creating and processing residential, commercial, institutional, and mixed-use plans for public and private projects in accordance with the ever-evolving regulations and in harmony with the ever-changing landscape of the Washington, DC metropolitan region.   • The Saudi Academy

    Back The Saudi Academy Project: The Saudi Academy Client(s): Trammell Crow Company Description: Private School K-12 Location: Fairfax, VA, USA Size: ​ Project Elements: Working for Trammell Crow, Urban provided civil engineering services for the design of all site-related improvements for the new Saudi Academy a 325,ooo square foot, K-12 private school currently under construction in Herndon, Virginia. Urban's land planners worked with the client, the end-user and their architect to prepare a layout for the site that met the needs of all involved while honoring all applicable state and local regulations. Urban was then responsible for preparing full civil engineering documents for the site, to include grading plans, the layout and design of all wet utilities, design and analysis of all stormwater management facilities including above ground ponds and below ground vaults calculations of adequate storm drainage outfall erosion and sediment control plans, and landscape plans. The site included a synthetic turf athletic field, a running track, and several athletic fields that are also typically found on public high schools. Urban was able to successfully prepare designs and specifications without the use of an athletic subconsultant for the synthetic turf field and running track. Our success in this effort was based on our experiences in other public school jurisdictions and by working closely with synthetic turf manufacturers and the end-user during the design process to understand their specific capabilities and requirements. Although the site is still under construction and the athletic facilities have not yet been completed, Urban will also be providing Construction Services related to this specialty work. The site was located adjacent to existing floodplain and Resource Protection Areas (RPA) in Fairfax County. Urban prepared the necessary floodplain encroachment requests and RPA Exceptions to allow for minor disturbances to these environmental resources associated with trails and utility outfalls. Although RPA is not explicitly codified in Loudoun County, Urban applied the same level of care for the Saudi Academy that we do for LCPS in honoring site constraints to develop a project that balances the fine line between maximizing developable area,minimizing costs, and respecting environmental features.
