Ryan G. David, P.E.

Ryan David is a Principal at Urban, Ltd., with more than 27 years of experience in civil engineering design, entitlement, and project management. His expertise spans the planning and delivery of data center, industrial, commercial, institutional, public-sector (including safety centers, fire stations, parks, and judicial facilities), residential (both single-family and multifamily), mixed-use, and transit-related developments throughout Virginia, Maryland, North Carolina, and the greater Mid-Atlantic region.

Ryan has successfully led the civil design and entitlement of complex development projects of all types and scales -- from large mixed-use communities and public facilities to advanced technology and data center campuses.  His portfolio includes more than 15 million square feet of data center development across Loudoun, Prince William, Fairfax, and Frederick Counties, as well as consulting on site feasibility and infrastructure planning for data center projects nationwide, including in North Carolina, Ohio, Delaware, Mississippi, Michigan, Louisiana, and other states.  He brings deep expertise in site feasibility and due diligence, master infrastructure planning, floodplain coordination, dry utility and substation design, stormwater management, and multi-jurisdictional permitting.

Across both public and private sectors, Ryan is known for his strategic, detail-oriented approach to navigating complex regulatory environments and delivering high-quality, buildable solutions. His work includes major healthcare, educational, public safety, and transportation-related projects, as well as numerous master-planned residential and commercial communities that blend technical precision with thoughtful land planning.

Ryan began his career with Urban in 1998 as an entry-level engineer and advanced rapidly through project management and leadership roles to Principal. Known for his responsiveness, technical precision, and collaborative approach, he has earned a strong reputation for guiding projects from concept through construction with clarity and efficiency.
